Importing a Car from Korea to Kosovo in 2026: Duty, VAT and Real Landed Cost

Korean used cars are increasingly visible in Kosovo, but the buying decision is often based on the wrong comparison. A Korean auction or dealer price is compared with a registered retail car in Kosovo or a vehicle advertised in Germany. These are three different cost stages.
For a Korean car, calculate the amount after shipping, customs, VAT, possible excise, homologation and local registration.
Kosovo import taxes for a car from Korea
Kosovo's general rule for goods from a country without an applicable free-trade preference is:
Customs duty: 10%
VAT: 18% for non-essential imported goods
For budgeting, duty is normally calculated first and VAT is then applied to the customs value plus duty. The customs value commonly starts with the transaction value and transport/insurance to the border, subject to Customs acceptance.
For a customs value of €30,000:
Customs value: €30,000
10% duty: €3,000
VAT base: €33,000
18% VAT: €5,940
Value after duty and VAT: €38,940That is a 29.8% combined duty-and-VAT load on the customs value—not simply 28%, because VAT is charged after duty.
This table is not a complete clearance quote. Kosovo has applied vehicle-related excise and valuation rules, while broker, terminal, inland transit, homologation, inspection and registration charges depend on the vehicle and route. Obtain a written calculation from a Kosovo customs broker using the VIN, engine, fuel type, production date, purchase invoice and freight documents.
Age and emissions rules
Article 44 of Kosovo's Law on Vehicles states that:
vehicles older than ten years cannot be imported; and
imported vehicles must meet at least the Euro 4 standard.
Imported road vehicles also need proof of origin and ownership; new vehicles require a certificate of conformity. A Korean-market car can have an emissions standard expressed in Korean documentation rather than as a European Euro certificate, so verify acceptable evidence before purchase.
Korea versus Germany: where the 10% difference really comes from
The country where the car is advertised is not necessarily its customs origin.
A Hyundai manufactured in Korea and exported from Korea is Korean-origin. Budget the standard 10% Kosovo duty unless a current preference applies.
A German-made car sold from Germany may qualify for preferential treatment only when the origin rule and required proof are satisfied.
A non-EU-origin car located in Germany does not become EU-origin merely because it was registered or sold there.
A Ferrari or Porsche originally made in the EU but later sold from Korea may retain EU non-preferential origin, but obtaining an acceptable preferential-origin document and satisfying the relevant transport/document rules after re-export can be difficult. Do not assume 0% duty without written broker confirmation for the exact paperwork.
This means “Germany is duty-free” is too simplistic. The correct question is: what is the vehicle's qualifying origin, and will Kosovo Customs accept the proof presented with this shipment?
A fair landed-cost comparison
Suppose a Korea-sourced vehicle has a €27,000 export price and €3,000 of freight and insurance to the customs border:
Customs value: €30,000
Duty and VAT: €8,940
Subtotal: €38,940 before possible excise and local costs
Suppose a comparable EU-origin car from Germany has a higher customs value of €34,000 but valid preferential proof is accepted:
Duty: €0
VAT at 18%: €6,120
Subtotal: €40,120 before local costs
Despite paying 10% duty, the Korean car is still €1,180 cheaper at this stage because its purchase-and-freight base was €4,000 lower. If the German car lacks acceptable proof and also pays 10% duty, its subtotal rises to €44,132.
The lesson is simple: compare complete landed calculations, not countries or listing prices.
Documents to prepare
Your broker should confirm the final list, but a Korea-to-Kosovo file commonly includes:
Commercial invoice or sale agreement.
Proof of payment.
Original bill of lading.
Korean export deregistration/export certificate.
Export customs declaration.
Proof of origin where a tariff preference is claimed.
Vehicle specification and emissions evidence.
Importer's identity or company documents.
Translation or certification requested by the broker or registration authority.
The buying rule
Do not ship until a Kosovo broker has confirmed three items in writing: import eligibility, taxable value methodology and the complete estimated charges. A cheap purchase becomes expensive very quickly if Customs rejects the declared value or registration rejects the emissions evidence.
