- VAT
- 16% on vehicle imports from 1 January 2026, on a base that includes the car’s value, the duty, excise and the utilisation fee.
- Customs duty
- For an individual importing for personal use, a passenger customs declaration applies and the payment follows the unified rates of EEC Council Decision No. 107 (20 December 2017). For a company under the general regime, the base rate is 15% of customs value, with a minimum per cubic centimetre for older cars.
- Customs fee
- 6 MRP, which is 25,950 tenge in 2026 (MRP = 4,325 tenge).
- Utilisation fee
- Base rate 50 MRP for passenger cars, multiplied by a coefficient that depends on the engine. Paid after customs clearance and before first registration.
- First registration
- 50 MRP for a car up to three years old; the rate rises steeply past three years. This is the line that decides the total.
- Technical requirements
- Euro-5, a Vehicle Design Safety certificate (СБКТС) and an emergency call system. Recent Korean-market cars meet the emissions level; the certificate is issued in Kazakhstan.
- Who can import
- Cars under three years old are imported by legal entities holding a Vehicle Type Approval; a private buyer’s route runs through such an importer. Cars cleared at the 0% WTO rate cannot be re-exported to other EAEU states.
